Our client, a major financial institution, is looking for a high calibre candidate to lead its Treasury Department.
Requirements and Application Details:

    Based in Hong Kong, the Head of Treasury will report directly to the CEO of the firm and oversee the treasury functions of the firm globally.
    Review and make recommendations to the management team/committee on investment policies and guidelines with reference to the latest market development to explore opportunities for yield enhancements and risk management.
    Review and enhance treasury risk management framework, including governance, limits, systems and control processes to enable fund launch.
    Establish governance and risk limit structure. Agree the risk appetite of capital investments and translate into set of various limits for regular monitoring
    Support issuance of capital financing instruments to capture the funding and preferred regulatory treatment. Coordinate with regulators, bankers and credit rating agencies.
    Identify opportunities to better utilize the firm’s fund, both internally and externally.
    Maintain banking relationships with counterparty banks and work with them on capital instruments, investment opportunities, credit and FX facilities.
    Be the main contact point with external fund managers and advisory consultant of external portfolios, and arrange onboarding of new external funds from reviewing, negotiating to execution of agreements with different fund houses.
    Represent Treasury to participant in ad hoc projects of the Group’s new business development and advise the project team from the funding requirement perspective.
    Being the trusted advisors on balance sheet management, both about capital and liquidity.
    Monitor different local markets and their regulatory development and promote the understanding to top management team as well as related parties.
    Drive balance sheet agenda including coordinate the country balance sheet planning and the issuance of term funding and capital instruments.
    Review from time to time and monitor balance sheet management limits and tools, fund transfer pricing framework and capital optimization framework of different offices. Ensure local understanding of the initiatives, resolve local conflicts and preserve the spirit of the frameworks.
    Oversee the Treasury daily operations and its internal control.
    Monitor FX exposures of the Group’s investments and expenditures and hedging execution.
    Review and monitor credit risk exposures of investment portfolios.
    Prepare monthly investment performance forecast on major fund pools.
    Liaise with external and internal auditors.
    Ensure daily risk and compliance monitoring to be in accordance with the Group’s approved investment policies & guidelines.
    Review treasury operations/systems from time to time to enhance efficiency and to ensure capability of supporting new market developments.


    Degree holder in the relevant discipline, holder of master’s degree or relevant professional qualifications preferred.
    Minimum 15 years of all-round experience in treasury functions with regional/global focus, covering front office, risk and treasury management; gained from major international banks or financial institutions.
    Result oriented, strong interpersonal and communication skills, able to interact with staff of all levels.
    Able to work under pressure in a dynamic environment.
    Strong command of written and spoken English and Chinese.
